Phnom Penh based Sahmakum Teang Tnaut (STT) is a Cambodian Urban NGO set up in September 2005 and officially registered with the Ministry of Interior in December 2006.STT   focuses on infrastructure upgrading, however, over the past decade many communities have been impacted by development- related   land alienation and evictions.  Due to this, STT has strengthened its research and advocacy to draw attention to a development policy that in Phnom Penh alone has led to over 270,000 residents being displaced since 1990. By supporting genuine community complaints and grievances, STT and its partners have been helping communities articulate their concerns to local and international media, donors and other NGOs and INGOs.

STT is looking for qualified candidates to join our dynamic team for the following positions:

Technical Program Manager

  • Unit: Technical Program
  • Reporting to: Executive Director
  • Schedule: Full Time (Modany-Friday)

Duties:

  • Project Implementation: To lead research.alternative planning,small scale upgrading and mapping activities with aim of developing robust data and figures on the impacts of urbanization particularly on the urban poor. To work with consortium partners in the implementation of activities, particularly human rights-based spatial planning. To act as an advocate for research results/findings.
  • Innovation: To keep abreast of developments in fields relevant to the Technical  Programme and to maintain an overview of the social and political climates aaffecting target communities. In particular to focus on community mapping, enumeration, and GIS developments and how these con be adopted into STT’s Work.
  • Networking: To contribute to building networks and alliances with grassroots and civil society actors both locally.
  • Strategic Planning: To support strategic planning in accordance with the vision and Mission of STT. To work with CMT colleages in ensuring that STT operates efficiently and effectively,with clear goals,policies and a productive working atmosphere. Works closely with the Advocacy Programme Manager, and supports collaboration between STT’s Technical and Advocacy Programmes.
  • Member of Management Committee(MC): To be active participant in the MC and support overall management of STT.
  • Programme Management: To support development and design of programmes and projects at STT. To lead Technical Programme implementation and monitoring and evaluation and ensure programmes and projects meet the needs of STT’s stakeholders.
  • Project Management Support: To support Technical Project Managers in alll stages of the project cycle. To overseee project work and ensure all activities conform with programme goals and objectives.
  • Reporting: To coordinate and contribute to regular internal and external reporting,ensuring team members provide timely information of reporting. To lead the programme-specific monitoring and evaluation process.
  • Financial Management and Administration: To implement appropriate financial management system within the Technical Programme and oversee programme expenditures in accordance with STT policies and procedures. Contribute to development of budgets.
  • Human Resource Mangement: To oversee and manage Technical Programme staff,including contributing to and participating in bi-annual staff.
  • Fundraising: To support the fundraising strategy for STT projects,including build links with potential donors. To support the development of proposals to potential donors.
  • Representing the Association: To represent STT in external forums and the media with particular reference to donors and partners as required.
  • Other duties: may be required to work on other projects as agreed with in ED or as directed by the Board.

Job Responsibilities:

  • Leadership Skills: Ability to lead multiple projects simultaneously and effectively lead and line manage project staff.
  • Strategic Thinking: Prove ecperience of contributing to strategic planning both internally and on external working groups and/or consortium projects.
  • Technical Knowledge: Expertise in at least one of the following area: research, alternative planning, community mapping,and/or community.household upgrading. Working knowledge of GIS and SPSS.
  • Planning Skills: Ability to create realistic work plans for projects and support staff to implement these within required timeframes. Proactive in responding to emerging challenges and developing appropriate and timely solutions.
  • Communication Skills: Strong communication skills in khmer and English with a range of stakeholders including communities, representatives of other NGOs and colleagues.
  • Reporting and Writing Skills: The ability to write reports in khmer and English for a range of audiences including target communities, international funders, senior management in other NGOs, the media and government. Strong computer skills and ability to make user of mapping and research software to develop robust and well-presented data for advocacy purposes. To be able to write good funding proposals to develop the financial security of the organization and to develop the work into new areas.
  • Presentation Skills: The ability to present data and information in a clear and engaging way to a range of audiences from local community members to Government officials using various media such as traditional flipchart presentations to power point projections.
  • Networking Skills: To enable STT’s capacity and skills to be widely understood across communities, particularly those under threat of eviction in Phnom Penh and to link with partner NGOs and organizations, both informing them of STT’s remit as well as listening to and feeding back in what other organizaations and groups are involved in.
  • Research Skills: Research and analytical ability to be able to gather information from a variety of sources ti produce clear, concise reports concerning the housing rights of communities living under threat of eviction and in informal settlements.
  • Team player: The ability to work well in a team combining individual skills and strengths in producing high quality outputs for a range of audiences.
  • An enthusiastic attitude towards the work and a willingness to be involved in organizational activities.
