Terms of Reference Urban and Climate Resilience Infrastructure Consultant

  1. Introduction

Sahmakum Teang Tnaut (STT) is a Cambodian Urban NGO working with vulnerable urban poor communities, in Phnom Penh and the provinces, who are affected by land and housing rights issues. Despite two decades of international assistance Cambodia today is marked by deeply inequitable development. Although overall poverty levels are going down, the “development” model has resulted in widespread land and housing abuses and further impoverishment of many of Cambodia’s most vulnerable populations. In a 2023 study by STT 191 urban poor settlements were identified within Phnom Penh alone, which are characterized by poor housing structures, a lack of infrastructure (e.g., electricity, water supply, and waste collection), and access to services (e.g., schools, roads, and hospitals), and tenure insecurity.

STT is seeking a qualified consultant(s) with expertise in climate change adaptation, urban planning, and architecture to address the complex challenges faced by targeted urban communities. The consultant(s) will work collaboratively with STT to develop and implement feasible solutions that specifically target the needs of vulnerable communities (approximately four to six communities).

The consultant(s) will develop a comprehensive guideline for community alternative development plans, focusing on climate-smart design and sustainable infrastructure for urban poor communities. The guideline will be presented as a written technical document, with the page number to be determined during consultations with STT. The guideline could include (as examples,) methodologies such as:

  • Constructing wooden platforms to mitigate flooding challenges.
  • Building affordable community homes using climate-sensitive and sustainable materials that prevent extreme heat and flooding.
  • Improving road conditions and implementing solar streetlights.
  • Innovative solutions to prevent/ mitigate the effects of flooding in urban poor communities. Examples: bio-swales, green gardens or rooves, riparian buffers (plants alongside rivers or canals absorbing excess water).

The guidelines will be tailored to 4-6 specific communities using precise case studies. However, it must also be adaptable for use by STT and partners for future, broader implementation. Applicants must demonstrate the capacity to provide and offer innovative solutions – as such solutions could be further implemented, developed, and potentially presented to development partners or local authorities.

  1. Duration

This consultancy will commence as soon as possible, and the duration of the contract will be approximately six months from the start date, although we are flexible. Specific duration will be stated in the service agreement once the consultancy is offered.

The consultancy fee is competitively priced. Specific details will be included in the final service agreement.

  1. Required qualifications

STT is looking for a consultant with the following qualifications:

  • Minimum bachelor’s degree in a relevant field.
  • Five years of experience in organizational consultancy on the mentioned topics.
  • Excellent teamwork and communication skills.
  • Khmer language fluency is an advantage, but not necessary.
