Sahmakum Teang Tnaut (STT) is a non-governmental organization, non-profitable, was set up in September 2005 and officially registered with the ministry of interior in December 2006. STT tries to reflect in its work with urban communities. From the outset, STT has had a focus on infrastructure upgrading, but over the past decade, many communities have been impacted by development relating to land alienation and evictions. Because of this, STT has strengthened its research and advocacy to draw attention to a development policy that in Phnom Penh alone has led to 150,000 residents being displaced since 1990. By supporting genuine community complaints and grievances, STT and its partners have been helping communities articulate their concerns to local and international medias, donors and other NGOs and INGOs. Main Responsibilities, Tasks and Activities

  1. Media and ICT Project: lead planning and implementation of projects, including reporting and budgeting. Responsibilities with regards to specific activities include:
  • Urban Voice: lead implementation of the Urban Voice project including site management and content development, data collection and entering, outreach to user groups, development of campaigns, and administration of the site.
  • Social media/Online activism: contribute to the development of and lead the implementation of STT’s social media strategy, including maintenance and development of STT’s online identities and ensuring their visibility
  • Leading to conduct ICT training workshop to community activists
  • Be responsible in analyzing information needs and specifying technology to meet community target group.
  • Formulating and directing information and communication technology (ICT) strategies and plans
  • Day to day supervising ICT operations and setting priorities between system developments, maintenance and operations
  • Provide technical supports towards community database and studio.
  • Produce monthly and six monthly reports for programme manager
  • Monitoring and evaluation of the day to day activity implement by staff under its supervision
  • Manage project budget and resource allocation in line with programme manager
  • Contribute to performance assessment of project staff
  1. Project Innovation: To keep abreast of developments in project fields and to maintain an overview of the social and political climates affecting contact communities. In particular to focus on communities facing eviction, and options for non-violent action and resistance at both local and international level.
  2. Promotes the overall effectiveness of the organization by performing tasks and sharing responsibilities of other staff of STT during work when there is an overload of duties, or fill in when an individual is away from the work station.

Skills and Qualification:
The post holder is expected to have:

  • Good communication skills with a range of stakeholders including communities, representatives of other NGOs and colleagues in both Khmer and English.
  • High computer literacy and ability to utilize various media to enable the voices of people living in poverty be heard.
  • Networking skills to enable STT to be widely known across communities under threat of eviction in Phnom Penh as well as with NGOs working with these communities.
  • The ability to work well in a team and to lead the team in producing high quality outputs for a range of audiences.
  • An enthusiastic attitude towards the work and a willingness to be involved in organizational activities.
  • Proven experience in ICT project management/supervision.
  • Proven organization skills and ability to manage competing time demands for multiple activities within given timeframes.
  • A creative thinker with an innovative approach to problem solving which is outcomes driven rather than process orientated.
  • Energy and enthusiasm with a strong stakeholder focus.
  • Highly developed analytical skills with an ability to remain focused on outputs and to adjust delivery mechanisms to meet deadlines and stakeholder needs.
  • Demonstrated highly developed interpersonal, oral and written communication skills in English, including the ability to effectively negotiate and communicate specific issues where there are competing agendas and priorities.

JICA Present Railway Project for Phnom Penh City

During a conference on Wednesday, the Japan International Cooperation Agency (JICA) presented their modern railway system project for Phnom Penh City, which is set to be completed in 2023. It is part of a multi-million dollar master plan to improve transportation in the capital city.

The railway will play a crucial role in reducing traffic congestion in the Phnom Penh. Currently, there is a distinct lack of public transportation—the city bus only has one line along Preach Monivong Blvd.

The planned railway is expected to accommodate approximately 72,500 to 81,600 travellers a day and will help Phnom Penh City adapt to the demands of globalization.

According to Mr. Trak Thaiseang, the Deputy of the Phnom Penh Council, if the project takes place, some residents (such as sugarcane juice sellers​ along the railway) will be forced to relocate.  However, there are plans for new infrastructure such as a school, a health center, and new housing for evictees in order to ease the transition.

Monthly Training Course on Facebook for Urban Poor Community Activists

Facebook is a free social networking website that allows registered users to create profiles, upload photos and video, send messages and keep in touch with friends, family and colleagues. Currently, Facebook has more than 1 billion users in the world. Facebook users employ it in different ways. Some people use it for entertainment while others use it for business purposes.

On August 29th of 2014, the ICT project of Sahmakum Teang Tnaut (STT) conducted a monthly training course on Facebook to urban poor community activists at the STT computer lab. The Facebook training followed a two-part series of training in Khmer Unicode, and then Internet and Email. The 6 participants came from a variety of urban poor communities surrounding Phnom Penh City. The training aimed at strengthening the urban poor community activists’ knowledge by using technology for advocacy and by having them participating in urban poor development in Phnom Penh. The training was comprised of three important sessions: an introduction to Facebook, how to create a Facebook account, and practice sessions on its uses. The training also focused on using Facebook with a smart phone.

The ICT project team taught the community activists how to create and use Facebook to improve communication and share community information through social media. Participants were also able to find information on social media to expand their knowledge beyond traditional media outlets.

The first session, in the morning, was an introduction to Facebook.  First, a trainer gave some facts on the social media giant. It is an unpaid social network and is extremely popular with social media users. Facebook became available in Cambodia in 2008 and has been gaining users here everyday since. Second, the advantages and disadvantages of Facebook were introduced to participants. The website is free of charge and allows you to engage with friends, family, literature, games, and so on. Most Cambodians use it for social and entertainment purposes. Nevertheless, there is still a risk for users to waste time if you don’t manage your time effectively. And like most Internet sites, there is always a chance of stumbling on fake information and/or immoral content.

In the second session, trainees were shown how to create a Facebook account. Participants were also given a chance to practice using the site during this session. After they had all created their own personal Facebook account under the instruction of the trainers, they were also taught how to do it on their smart phone by installing the Facebook application. The participants were then able to use Facebook on both the computer and the smart phone.

The last session of the training course was a great opportunity for participants to practice what they had learned under the guidance of the ICT staff. They had a full evening shift to run-through both how to create a Facebook account and how to use it, using the computer and smart phone. They also managed to share, like, and comment on information they found on the site. Overall, the training course was a success and the participants were very pleased to have learned how to navigate the world largest online social network.

As part of strengthening and promoting our internal online communication in safe ways, on August 15th the ICT project conducted a whole day training on email security, with around 25 participants attending the course.

Urban Voice for Urban Development Workshop

On July 31, 2014, from 7:30 am to 5:00 pm, STT (under a media project of Urban Voice) organized a workshop on “The Urban Voice for Urban Development”.​​ Mr. Ee Sarom, acting president of STT, opened the program by welcoming the participation of students, community representatives, civil society,​​and other related organizations. The purpose of the program was to provide opportunities for participants to post comments and exchange ideas and experiences that they have encountered in the region.

Through the Sahmakum Teang Tnaut organization, this workshop provided a valuable learning experience and an active debate forum for finding solutions to problems that the participants had encountered. Under Mr. My Sovann’s guidance, the workshop followed a pre-arranged plan to make participants aware of many other challenges that occur in the city. After the debate, STT also organized games that asked participants to use simple patterns and work together to solve hypothetical problems.

Participants and organizers all had lunch together. This included a special activity in which participants had to debate and find a way to solve different problems. After a timeout, the seminar resumed and the organizers distributed the participants into separate groups in which they shared advice on the continuing development of the city and also explained some of the lessons from the workshop.

It took nearly a full day, but the workshop was very beneficial for the participants and organizers who were all able to learn from each other. They all picked up important pieces of experience and knowledge and, moreover, participants were given the opportunity to solve problems that regularly occur in Cambodian society. Although this workshop only lasted for a day, it made ​​everyone more conscious of the contributions they can make to this city’s social development, which is a big step in the right direction.

At the end of the program, everyone had a better understanding of the problems that occur in society and how to solve them through participation and future development. STT was delighted to provide more understanding and awareness of urban development challenges and to promote collaboration to solve issues and help people living in Phnom Penh.

Social Media Training on Email

 

On 30 July, 2014, STT hosted a training seminar for 10 representatives from different communities. With the support of the European Union, STT funded the training course and bought smart phones for use in the session. The course started at 7:30am and finished at 5:00pm, and included a morning snack, lunch, and an afternoon snack.

The purpose of the course was to teach community representatives how to use information technology and the Internet to circulate news regarding the abuse of land rights, human rights, evictions, security, and other issues. Through the guidance of Mr. Nget Vanna, the program focused on helping representatives better serve their communities. The training also included a game, which used a model community to illustrate the importance of social media networks and benefits of it. Mr. Nget Vanna explained the theory with a slide show, making the information more digestible.

After almost a full day of training, it was wonderful to see the participants gain valuable knowledge through on-site testing. This exercise showed that the representatives from those communities have the capacity to teach fellow community members how to solve some their daily challenges. At the end of the program, the representatives were happy with the knowledge that they had acquired and made a commitment to solving issues in society together.

Some of the community representative who were invited to the training seminar were absent because they had to attend meetings with other organizations. Of the the 10 community represetatives, there were 2 people who missed STT’s seminar because they were busy meeting with the Women for Peace and the Human Right organization at Sithi Hub. Even though they were absent on the 30th, STT still trained them on August 4, 2014.​The community representatives who attended were also provided with snacks, lunch, and some money for their travels.

Their training was no different from those who participated on the 30th. In the end, they received the same course and they were very pleased with the knowledge they gained. A lot of the information was new to them and so was the technology, especially regarding the use of social media.

Our final conclusion was that training for 10 representatives was extremely successful and followed the planning of the organization set up under the ICT project.

Task Force Meeting to poor community at Prek Takong, Phnom Penh

On Friday, July 18th, 2014, the Urban Voice team conducted its 5th “Task Force Meeting” and visited a poor community in Prek Takong, Phnom Penh.The program was run from 7:30am to 5:00pm, with 35 eager participants.​​ The meeting began in the STT office where the Urban Voice team introduced all the participants to the full purpose of their visit before heading over to the poor community.Mr. My Sovann gave a presentation on the Urban Voice project and described some of their urban development activities to the participants.There was also a slideshow presentation of the last Task Force Meeting that depicted some challenges poor communities face in the city.

Media coverage of these challenges is very limited which is why STT has created the Urban Voice project.UrbanVoice is dedicated to helping poor communities address a number of issues such as: garbage collection, traveling, flooding, potholes, blackouts, and many others.All of these issues have affect poor communities in the city and Urban Voice tries to spread awareness of the problems faced by Cambodians everyday.It does not just focus on the challenges; Urban Voice also circulates information about safe and developed areas.

The Urban Voice program aimed to show participants how residents in Prek Takong lived and what challenges that they have faced. In addition, participants were trained on how to submit reports to the organization regarding their own problems. They also recommended that all participants become familiar with the website so that they may share development-related information through other social networks.

Participation and Understanding: How to work as a team and be more effective

After the visiting the poor community, participants had a better understanding of the consequences that the impoverished faced while living in the city.The toiling all the morning at Prek Takong poor region was ended, destitute has situated in the heart of Urban Voice teamwork.The Urban Voice team encouraged discussion among the participants so that they could express their feelings and develop solutions together.These discussions were very productive and continued through until lunchtime.

After a quick lunch break, the Task Force went back to STT for their final meeting.After spending the entire morning working with the poor community, participants were asked to share their ideas at the meeting.Those who made a contribution to the discussion showed an extensive understanding of the issues and the program leaders were very pleased with what they heard. The participants were also very happy to contribute to the development of our city.Their continued commitment and support of the Urban Voice project will definitely speed up the process of finding better solutions for impoverished residents in the city.
