Main responsibilities, Tasks and Activities:
  • Procurement:
  • Develop, update, and monitor the STT procurement plan in close collaboration with the STT managers.
  • Determine the procurement methods for works, goods, and services to be used based on the size of the procurement packages.
  • Manage and procure the whole process of STT’s procurements.
  • Establish and maintain a filling and documentation system for procurement implementation by the STT.
  • Assist in procurement by seeking quotations.
  • Follow up on any materials lent by staff but not yet returned, and report to the manager.
  • Ensuring that invoices received reconciliation to purchase orders and creating and matching receipts to purchase orders.
  • Liaise with internal and external stakeholders to ensure smooth operations of admin and procurement.
  • Monitor and update relevant stakeholders regarding price fluctuations of goods and vendor pricing etc.,
  • Administration:
  • Ensure asset and inventory are effectively managed and controlled.
  • Assist and work with auditor on the audit of Fix Assets
  • Assist in the management of office premises to ensure an efficient, safe, and secure environment and facilities for all users.
  • Processed purchase orders to acquire goods/services.
  • Ensure assets such as office building, fixture and furniture, equipment, vehicles etc., are well-secured and well-maintained.
  • Other tasks will be assigned by Admin/HR Manager

Experience and Qualifications:

  • At least two years of work experience relating to Procurement and administration, or other related fields.
  • Additional professional training in procurement and logistics management preferred.
  • Demonstrated experience in procurement operations and others for rule and regulations, project administration and follow-up and contract management.
  • Ability to use computer Ms. Office and Excel
  • Ability to speak, write and understand English.
  • Willingness to travel to the field office occasionally.

Position          Administrative Assistant (1 position)

Main responsibilities, Tasks and Activities:
  • Check and ensure that office and meeting room are cleaned and tidy.
  • Track staff attendance every 8am
  • Control vehicle records and check their irregularity.
  • Check and organize meeting room.
  • Prepare payment for utilities, internet, office rental and other expenses.
  • Assist in procurement by seeking quotation and make quote analysis.
  • Record all staff leaves.
  • Follow up any materials lent by staff but not yet returned, and report to Manager.
  • Regularly check post office
  • Check the transportation documents or receipts to ensure effectiveness.
  • Provide translation support (Khmer to English) if need.
  • Other tasks will be assigned by Admin/HR Manager

Experience and Qualifications:

  • At least two years of work experience relating to administration and finance, or other related fields.

Consultant to Conduct the Research on Land Security of Urban Poor Communities: Challenges and Solutions Terms of Reference.

  1. Introduction and Background

Sahmakum Teang Tnaut Organization (STT) is located in Phnom Penh. STT was founded in 2005 and officially registered in 2006 as a local NGO supporting urban poor communities. “Teang Tnaut” means “Palm Leaves” and palm leaves are used by poor communities to build roofs and walls for their houses. This simplistic name was chosen to remind STT that its work serves the poorest members of society. STT started as a small NGO that focused on technical upgrades in poor communities, but over the past decade, many communities have been affected by development, land transfers, and evictions. As a result, STT has since grown to produce community maps, research and advocacy in order to achieve its goal of helping poor communities realize their rights to land. Furthermore, STT also helps urban communities gain awareness of the ID Poor Program. STT’s efforts in Phnom Penh alone have reached 270,000 people. STT and its partners have helped communities express their concerns to national and international media, donors as well as national and international NGOs.

STT is looking to hire an external consultant to conduct comprehensive research on Land Security of Urban Poor Communities: Challenges and Solutions. The research will cover 11 urban poor communities in Phnom Penh.

  1. Objective

The purpose of this consultancy is to conduct one comprehensive research to find urban poor communities’ land issues followed by an analysis covering existing national and international laws, policies, and other legal documents to get possible solutions relating to land and housing rights issues. The research will consist of 11 case studies.

  • To be aware of the urban poor communities’ understanding of land tenure.
  • To analyze the land tenure circumstances of urban poor communities.
  • To limit the land tenure issue and provide recommendations to local authorities and the government.
  1. Methods and Activities

The consultant will work at times remotely as appropriate throughout the consultancy, which is expected to be three months. When working from STT’s premises, STT will offer office space and facilities, including a Wi-Fi connection. The consultant is expected to use certain methodologies as stated below:

  • Develop a research methodology in collaboration with STT and partners to respond accurately to the objectives of the research.
  • Conduct field visits, interviews, surveys, desk research, case study, adding quotes in the article, and corporate data collection.
  • Set up focus group discussions with urban poor communities to discuss their situation and recommendations they may have.
  • Organize meetings with STT staff on a regular basis to make sure all research, data collection, and surveys are undertaken using ethical means and accurate data.
  1. Expected Outcome and Deliverable

The consultant(s) will submit to STT:

  • Before the commencement of work, the consultant is required to submit a final proposal including a proposed methodology, a timeframe, and a budget to STT.
  • Submission of a draft report.
  • Verbal presentations on the progress of the report as appropriate.
  • Submission of the final report and presentation to relevant staff and stakeholders.
  • Submission of the relevant data in a format agreed with STT.

STT is looking to hire an external consultant(s) to write short persuasive or Investigative articles on social injustice, urban development, financial malpractice, and environmental issues in Cambodia until the end of 2023. The consultant(s) can be an individual or a team.

  1. Objective

The purpose of this consultancy is to write 12 articles related to the social injustice, urban development, financial malpractice, and environmental issues in Phnom Penh.

  1. Methods and Activities

The consultant(s) will work at STT’s offices and at times remotely as appropriate throughout the consultancy, which is expected to last produce three articles per months. When working from STT’s premises, STT will offer office space and facilities, including a Wi-Fi connection. The consultant is expected to use certain methodologies as stated below:

  • Develop a research methodology in collaboration with STT and partners to respond accurately to the objectives of the research.
  • Conduct literature reviews on existing studies and papers on the research topics.
  • Conduct field visits, interviews, surveys, desk research, case study, adding quotes in the article, and corporate data collection.
  • Conduct in-depth interviews with members of the private sector, the government, journalists, and experts – if needed.

The consultant(s) will submit to STT

  • A final proposal including proposed methodology, work plan, and budget prior to the commencement of work. Draft title of articles to be reviewed by STT before the submission of the final version.
  • Completed the final version of 12 articles (Around 600 words to 1500 words per article) in Khmer and English.

Consultant to produce song on the Livelihood of Urban Poor and Vulnerable Communities in Cambodia Terms of Reference

STT is looking to hire a consultant, (a music artist or a team of music artists,) to write and produce two songs of those songs about social injustice in Cambodia related to urban development– to shine more light on issues such as housing rights, the environment, eviction and foreign-funded development projects, which are causing the relocation of many poor families and communities.

  1. Objective

The purpose of this project is to produce two songs that would encourage young people to engage more with the development of their city. Two songs will be used for advocacy purposes to encourage young people to engage with issues relevant to them and their future.

  1. Methods and Tools
  • Consultant will produce two songs
  • The concept of the song will either be provided by STT or proposed by the consultant/ artist(s)
  • The consultant(s) must guarantee that the song produced will not be copyrighted
  • The full work plan and timeline will be developed by the consultant(s) and approved by the STT team before the commencement of work
  • Short interviews with partners, community members, and other stakeholders may be needed to develop the song’s concepts and its lyrics

Sahmakum Teang Tnaut (STT) Graphic Designer to Design Report Templates and Produced Report Template Guidelines for STT in 2023 Terms of Reference (TOR)

  1. Introduction and Background

Sahmakum Teang Tnaut is an urban and housing rights NGO that was founded in 2006, and whose work focuses on Phnom Penh’s urban poor communities. STT aims to support the urban poor through land law trainings, advocacy, and research. The research team produces many reports every year, that are used as advocacy material, but also used by other NGOs, academics, and government stakeholders. In light of this, STT is looking to hire an external graphic designer to design report templates and produced report template guidelines for STT in 2023.

  1. Objective

The purpose of this consultancy is to two reports design, design report templates, and produce a guideline for STT’s report layout. The guideline will serve as the foundation for designing STT’s future reports. The guideline will contain design templates to be followed when STT publishes reports, such as color codes, correct logos, different types of fonts, and other design and aesthetic elements.

  1. Methods and Activities
  • Conduct a needs assessment: The consultant should begin by conducting a needs assessment to determine the specific requirements of STT’s research team. This could involve interviewing team members, reviewing existing reports, and identifying any gaps or areas for improvement.
  • Develop a report framework: Based on the needs assessment, the consultant should develop a framework for creating reports that meets STT’s requirements. This could include guidelines for structuring reports, formatting recommendations, and best practices for presenting data.
  • Create report templates: To ensure consistency across all reports, the consultant should create templates that can be used by STT’s research team. These templates should include sections for executive summaries, methodology, results, and conclusions.
  • Provide training: Once the guideline is complete, the consultant should provide training to STT’s research team on how to use it effectively. This could involve workshops or one-on-one coaching sessions.
  • Review and revise: The consultant should review and revise the guideline as needed based on feedback from STT’s research team. This will ensure that it remains relevant and useful over time.
  • Finalize the guideline: Once all revisions have been made, the consultant should finalize the manual and deliver it to STT’s research team in a format that is easy to use and understand.

  • Before commencement of work, the consultant is required to submit a short proposal outlining previous work, and a brief outline of methodology.
  • If selected, the consultant will provide a proposed methodology, a clear work plan, a timeframe, and a budget to STT.
  • Create a guideline for STT report design.
  • Create three templates: facts and figures report, young researcher report, and one for annual reports.
  • Design/layout two reports: one based on the young researcher report template and one based on the facts and figures template.
  • Present and train STT’s staff on how to use and update the report templates.

Responsibilities:

  1. Research: Under the supervision of the Project Manager undertake specific activities as follows:
    • Community Surveys: To participate in designing and complete surveys of target communities working with STT staff and assisting collaboration with communities.

Community Empowerment Project Intern

 Reporting to          : Project Manager

Project Period       : 3- 6 months

Allowance               : USD 150 per month

Main responsibilities

  • Assist the Community Empowerment project team to organize community training sessions, community meetings, and other related project activities which the Project Manager assigns.
  • Assist team to monitor target communities, and travel to the field visit of target communities.
  • Perform other tasks assigned by Project Manager.

 

Qualification

  • Is studying in year 3 or 4 in law, Land Management, Development Studies, Human Rights, or in a related field.
  • Willing to learn and commit to working full/part-time.
  • Can use a computer application relevant to the study fields.
  • Understanding of English communication
  • Can travel to target communities and province (as required)

To introduce the Rental App to the landlords and request them to register on the App.

  1. Expected Outcome and Deliverable
  • Enumerators will visit the landlords in Phnom Penh and introduce them to the app.
  • Landlord properties will be uploaded to the Safe House Renting App which includes information of their properties and property pictures.
  • Enumerator must guarantee that landlord has completed all options in the app application.

  • STT will provide promotional material to enumerators for giving to landlords who register such as t-shirt, tote bag, bottle, leaflet, and logo sticker.

Call for Grant Applications Research/Studies   on Human Rights and the Environment 

1. Introduction 

Sahmakum Teangtnaut (STT) is located in Phnom Penh. STT was founded in 2005 and officially registered in 2006 as a local NGO supporting urban poor communities. “Teang Tnaut” means “palm leave” and palm leaves are used by poor communities to build roofs, and walls for their houses. This is simplistic name was chosen to forever remind STT that its work serves the poorest number of societies. STT started as a small NGO that focused on technical upgrades in poor communities but over the past decade, many communities have been affected by development, eviction, and relocation. As a result, STT has since grown to produce community maps, and research advocacy in order to achieve its goals of helping poor communities realize their rights to land and housing. STT efforts in Phnom Penh alone have reached 270,000 people. STT and its partners have helped communities express their concerns to national and international media donors as well as national and international NGOs.   

2. Background 

Development is increasing at an unprecedented rate, in Phnom Penh, leading to long-lasting environmental and social impacts. Wasteful and unsustainable housing for the rich, which is routinely undertaken prior to conducting comprehensive environmental and social impact assessments, is undermining the enjoyment of decent housing for the urban poor and contributing to the current climate crisis. 

Cambodia comprises the largest youth and adolescent population in the South East Asian region. The involvement of young people in social and environmental development issues has been observed via social media and in groups throughout Phnom Penh. As a result, the youth are critical players in the building and strengthening public outreach and awareness on urban and environmental issues in Phnom Penh, and manifest great potential to drive economic and social development. 

We are interested in original research proposals analyzing one of the topics below, from a human rights and environmental perspective:

3. Purpose

This project will aim to build the capacity of groups who are generally not given a voice, such as the members of the urban poor and the youth so that they are able to raise their concerns to people outside the community to know their problems and could find the solutions as soon as possible, and one more thing, we want community members or youths  could make the report/ research paper as their advocacy tools to make their activities in the community more strangers.  

4. Sahmakum Teang Tnaut will be Offers:

– Research grant: 800 USD to conduct individual research​ or group research.
– Technical support and monitoring during the research. 
– Opportunity to be supported by STT to disseminate the paper via a soft launch on STT’s website.
 

5. Eligibility

Consultant to Produce Manual and Training Course on Climate Change Terms of Reference (TOR)

1. Introduction and Background

STT is a Cambodian Urban NGO working with vulnerable urban poor communities, in Phnom Penh and the provinces, who are affected by land and housing rights issues. STT is currently implementing four related projects: 1) Community Mapping, Housing Improvement and Urban Resilience Project; 2) Housing Rights and Research Project; 3) Community Empowerment Project; and 4) Community ICT and Media Project. Each year, to support the advocacy work of STT and other partner organizations, STT undertakes research into key issues affecting urban poor communities under the threat of eviction.STT also has a strong focus on strengthening the advocacy capacity of community activists and provides a number of social media, ICT and land and housing right trainings to urban and rural communities.

STT is looking to hire an external consultant to produce a manual and conduct trainings on various topics including climate change resilience, climate change adaptation, climate-smart technologies, the relationship between STT’s work and SDGs, and other environmental topics.

2. Objective

The purpose of the consultancy is to help STT staff build strong foundations, knowledge, and develop awareness over a plurality of climate change-related topics. The aim is to increase STT’s technical working capacity, and ability to incorporate a climate-conscious approach to all STT’s work – when working with vulnerable urban communities.

3. Expected Results and Deliverables

– Before commencement of work, the consultant is required to submit a proposal including methodology, a strategy, and an action plan, as well as a budget to STT.
– Trainings and workshops to be provided to relevant STT staff (number of trainings and duration/timetable of workshops are all flexible)
– The consultant is expected to produce a manual, which can be used as an internal training document for future STT staff and interns. The manual can be developed and designed in any form – however, it must include at least five or six chapters or modules on climate-related
topics, which can then be applied and used as STT guidelines.
– A short report on the process, staff progress, and further recommendations will be produced and submitted to STT.

4. Methods and Activities

The manual and training course will use standard ToT methodologies/techniques. The training will be conducted in a way so that participants will have the opportunity to learn and practice new key techniques and methodologies – useful to STT’s overall work. With regards to the timing of training sessions, this will be discussed once the consultant is selected. The timeframe is flexible, and it should be noted that STT offices are open only Monday-Friday, 8am to 5pm.

Topics covered by the training could include, but are not limited to:
– Climate change resilience.
– Climate change adaptation and mitigation.
– Relationship between STT’s work and SDG 13.
– Environmental topics relevant to STT’s work.
– Climate change and the urbanisation of Phnom Penh.
– The Government of Cambodia and the international community’s current strategies to tackle
climate change.

Main responsibilities:

– ICT and Media Project Management: Support the project coordinator in all aspects of project management, including planning, reporting and budgeting. Responsibilities with regards to specific activities include:

– Develop and conduct training sessions on ICT and social media uses for advocacy that is highly participatory and has practical outcomes. The training sessions can be done within the project and other possible related projects of STT.

– Evaluate the effectiveness of training and modify materials as appropriate

– Media monitoring: Daily monitoring of local and international media about urban issues and urban development.

– Online activism: Maintain, update and ensure appropriate linkages to, and visibility on social media.

– Closely work with the project team to monitor and check all STT blogs, making sure that they are up to date and the contents and images are appropriately posted.

– Assist other projects in taking photos and videos in workshops or events as assigned by the project coordinator.

Main responsibilities, Tasks and Activities

– Collaborate with STT finance and project staff to ensure the accurate and timely preparation/ submission of financial reports
– Ensure completed and up to dated files are maintained for all donors funded projects containing all required contractual and ongoing documentation, supporting transparency and accountability
– Co-ordinate and maintain a cash forecasting system to ensure that adequate funds are available to meet the working requirements of each projects within the approved budgets
– Undertake weekly and monthly cash counts
– Maintain all financial documents to make sure that those are in order files
– Prepare vouchers (necessary forms) for all projects and ensure that the properly supporting documents are available, the expenses are properly incurred, the calculation is mathematically correct, the amount claimed are in agreement with the document authorizing the claim, and make sure that all claims have appropriate supporting documentation and not represent a duplicated claim from staff
– Record all the transactions into QuickBooks Accounting System
– Ensure that all expenditures are allocated to correct projects/ charge codes with reasonable, allocable, and allowable
– Follow up on outstanding advances and make sure that all advances are settled on time
– Prepare bank reconciliation for each bank account for STT and follow up on outstanding cheques
– Assist in preparing of some project financial reports for donors and submission to FM for reviewing
– Ensure the preparation of monthly project accounting reports at the end of each month, and submission to the FM for reviewing by the 15th of the following month
– Monitor ongoing levels of expenditure on individual projects against the approved budget, and provide timely advice of likely over or under-spends to the FM, and the relevant program/project staff (PMs, and POs)
– Support the preparation and implementation of any audit undertaken.

Main responsibilities:

Sahmakum Teang Tnaut (STT) is located in Phnom Penh. STT was founded in 2005 and officially registered in 2006 as a local NGO supporting urban poor communities. “Teang Tnaut” means “Palm Leaves” and palm leaves are used by poor communities, to build rooves, and walls for their houses. The purpose of the consultancy is to help STT staff build strong foundations on community facilitation skills, including effective communication and facilitation to enhance work effectiveness with target urban and vulnerable communities.

 

  1. Expected Results and Deliverables

– Before commencement of work the consultant is required to submit a final proposal including methodology, support strategy, work plan and budget, to STT.

– One training course on community facilitation skills will be provided to STT’s relevant staff members.

– A report of the capacity of staff members following the training course will be produced and submitted to STT.

The training course will use standard TOT methodologies/techniques and as much practical as possible. The training will be conducted in a way so that participants will have the opportunity to clarify and practice key facilitation techniques and methodologies.

Consultant to Develop the Rental Housing App Terms of Reference (TOR)

  1. Introduction and Background

STT is a Cambodian Urban NGO working with vulnerable urban poor communities, in Phnom Penh and the provinces, who are affected by land and housing rights issues. STT is currently implementing four related projects: 1) Community Mapping, Housing Improvement, and Research Project; 2) Land and Housing Rights Project; 3) Community Empowerment Project, and 4) Community Media and ICT Project. Each year, to support the advocacy work of STT and other partner organizations, STT undertakes research into key issues affecting urban poor communities under the threat of eviction. STT also has a strong focus on strengthening the advocacy capacity of community activists and provides a number of social media, ICT, and land and housing rights trainings to urban and rural communities.

 

STT is looking to hire an external consultant to develop the Rental Housing App for setting up an app capable of disseminating information about adequate housing for renters (human rights) in Phnom Penh, in order provide factory workers and the general public with a complete set of tools in accessible and engaging format, and easily downloadable for the general public. The idea of the App is to provide a comprehensive understanding of adequate housing standards for renters, in accordance with the Civil Code Book 5, Cambodian Contract Law and the Rental Rights Guidelines.

 

The maps can then be used by blue-collar workers (i.e. union members) in conjunction with other tools to locate safe rental housing. Maps will be utilized as supporting documentation in rental housing rights claims and will complement state land mapping to better inform local authorities and relevant ministries of rental properties.

Call for grant applications Research/Studies on Human Rights and the Environment

1. Background 

Development is increasing at an unprecedented rate, in Phnom Penh, leading to long lasting environmental and social impacts. Wasteful and unsustainable housing for the rich, which are routinely undertaken prior to conducting comprehensive environmental and social impact assessments, are undermining the enjoyment of decent housing for the urban poor and contributing to the current climate crisis.

Cambodia comprises the largest youth and adolescent population in the South East Asian region. The involvement of young people in social and environmental development issues has been observed via social media and in groups throughout Phnom Penh. As a result, the youth are critical players in building and strengthening public outreach and awareness on urban and environmental issues in Phnom Penh, and manifest the great potential to drive economic and social development.

We are interested in original research proposals analyzing one of the topics below, from a human rights and environmental perspective, possibly also to do with the context of Covid-19:

STT is looking to hire an external consultant to conduct research which will update a study on urban poor settlements in Phnom Penh conducted by STT in 2017.

 

2. Objective

The purpose of this consultancy is to conduct one research, aiming at providing an update to the published research on urban poor settlements with specific objectives as follows:

 

– To update and collect new data on existing urban poor settlements researched under STT’s 2017 “Phnom Penh Survey,” and identify potential new settlements.
– To produce up-to-date and accurate maps of the locations of urban poor settlements.
– To develop findings and recommendations for key stakeholders that will lead to positive outcomes for the urban poor.

 

3, Methods and Activities

The consultant will work at STT’s offices and/or remotely as appropriate throughout the consultancy, which is expected to last six months. When working from STT’s premises, STT will offer office space and facilities, including Wi-Fi connection. The consultant is required to use certain methodologies as stated below:

– Produce key research methodology that could accurately respond to the objectives of this consultancy and generate appropriate findings that lead to feasible recommendations
– Conduct literature reviews on existing studies, papers and gather evidence from various sources.
– Conduct field visits to collect certain information and reflect on the reality of communities/resettlement.

STT is looking to hire an external consultant to produce advocacy videos which will be posted on social media to raise awareness on a variety of urban issues.

 

2. Objective

To produce two advocacy videos which will be posted on social media to raise awareness on a variety of urban issues.  The videos will focus on raising awareness on the ID poor program; raising awareness on the lack of public documents in the urban poor communities in Phnom Penh, with the aim to highlight the importance of public documents as well as to promote the provision of public documents to urban poor communities.

 

3. Methods and Tools

– Consultant will produce two advocacy videos
– The concept of the video will either be provided by STT or proposed by the consultant
– Stories, photos, videos, images, audio, infographics and other materials related to the process of producing the video will be developed by the consultant
– The consultant must guarantee that the videos produced will not be copyrighted
– The full work plan and timeline will be developed by the consultant and approved by the STT team before commencement of work
– Travel to communities to collect media material
– Perform appropriate short interviews with partners, community members and other stakeholders (authorities Sangkat or Khan).

The consultant will submit to STT:

– Two advocacy videos of high quality and resolution.

Consultant to Develop the Rental Rights Guidelines Terms of Reference (TOR)

1. Introduction and Background

STT is a Cambodian Urban NGO working with vulnerable urban poor communities, in Phnom Penh and the provinces, who are affected by land and housing rights issues. STT is implementing four related projects: 1) Community Mapping, Housing Improvement and Research Project; 2) Land and Housing Rights Project; 3) Community Empowerment Project; and 4) Community Media and ICT Project. Each year to support the advocacy work of STT and other partner organisations, STT undertakes research into key issues affecting urban poor communities under threat of eviction. STT also has a strong focus on strengthening the advocacy capacity of community activists and provides a number of social media, ICT and land and housing rights trainings to urban and rural communities.

STT is looking to hire an external consultant to develop the Rental Rights Guideline for Phnom Penh, in order to create a Guideline that is engaging, accessible, and downloadable for the general public. The idea of the Guideline is to provide a comprehensive understanding of adequate housing standards for renters,  in accordance with the Civil Code Book 5, Cambodian Contract Law and Rental Rights.

2. Objective

The purpose of this consultancy is to develop the Rental Rights Guideline to clearly identify safe rental housing around Phnom Penh.

3. Expected Results and Deliverables

– Before commencement of work the consultant is required to submit a final proposal including methodology, support strategy, work plan and budget to STT.

The consultant is expected to work with the STT team to develop the strategy, including indicators and measurement tools, taking into consideration the political and public health context in Cambodia.

– Before commencement of work the consultant is required to submit a final proposal including methodology, support strategy, work plan and budget, to STT.
– One Advocacy and Communication Strategy will be developed with inputs from all staff.

4. Methods and Activities

Under the direct supervision of the Executive Director, in close collaboration with the Program Manager and relevant Project Managers on the elimination of child labor, the consultant will be responsible for the development of the Advocacy and Communication Strategy for STT.

Specifically, the Consultant will be responsible for undertaking following tasks:

– Desk review of relevant documents including the existing Advocacy Strategy, Strategic Plan, project documents, reports, evaluations and policies.
– Meet with relevant STT staff in order to receive inputs on challenges, successes and overall direction of STT’s projects.
– Draft a complete advocacy strategy, outlining clear objectives, target activities, partner organizations, deliverables and indicators, as well as an implementation plan for the first year.
– Provide recommendations on potential structure, focus and thematic areas of priority over the coming year.
– Share the draft advocacy strategy and implementation plan with the STT team.
– Present draft advocacy strategy at the validation workshop (to be held virtually or face to face)
– Prepare final Advocacy and Communication Strategy based on comments and feedback received at the validation workshop.

Sahmakum Teang Tnaut (STT) is a non-governmental organization, non-profitable, was set up in September 2005 and officially registered with the ministry of interior in December 2006. STT tries to reflect in its work with urban communities. From the outset, STT has had a focus on infrastructure upgrading, but over the past decade, many communities have been impacted by development relating to land alienation and evictions. Because of this, STT has strengthened its research and advocacy to draw attention to a development policy that in Phnom Penh alone has led to 270,000 residents being displaced since 1990. By supporting genuine community complaints and grievances, STT and its partners have been helping communities articulate their concerns to local and international Media, donors and other NGOs and INGOs.

To support our projects, STT is looking for qualified candidates to fill the roles of Program Advisor.

Main responsibilities, Tasks and Activities:
  1. Strategic Planning:
    – To work with the Executive Director, Programme Manager and MC to ensure programs and operations are aligned and representative of the vision and direction of STT.
    – To support and work with MC colleagues in ensuring that STT operates efficiently and effectively, with clear goals, policies and a productive working atmosphere.
  1. Non-voting advisor to the Management Committee (MC):
    – Without having the right to vote on decisions by the MC, the advisor attends MC meetings and provides inputs and suggestions on the development and direction of program management and organizational management.
    – The advisor also assists the ED in preparing reports to the Board of Directors, and planning the objective and agenda of the annual staff retreat; and planning and preparation of STT’s Annual General Meeting (AGM).
  1. Proposal Writing & Reporting to Donors:
    – Compile funding applications in close collaboration with Program Managers, work with the Finance Manager to develop proposal budgets and submit to the ED.
    – Support and collaborate with the ED and Program Managers to manage donor and partner relations (such as through meetings; preparing reports and policy briefs; organize or coordinate community and site visits for donors and partners; email communication on matters pertaining to grants, reports and program implementation).
    – Compile all reports from Program Managers and submit them to the ED, and assist the ED in finalizing reports to donors.
    – Support the monitoring and evaluation process led by the Program Managers.
  1. Support Research
    – In cooperation with senior management, the Advisor will support the research team and the Advocacy and Research Advisor to prepare research papers and advocacy materials and improve overall research and advocacy strategies for the organization.
  1. Project Support:
    – Provide strategic advice and support to teams of the Program during the planning and implementation stages of different projects.
    – Support Project Managers with recruiting, monitor and engaging consultants for project implementation.
  1. Capacity development:
    – Identify potential external training for Program Managers, ED and staff, and provide mentoring support in implementing training material.
    – Work with the MC to monitor, manage and update STT’s annual Staff Capacity Development Plan.
  1. Required Qualification:
