Despite the seven year LMAP (Land Management and Administration Project) Cambodia’s poorest families remain extremely vulnerable to displacement and forced eviction, states a report released on 28th September 2009 by Bridges Across Borders (BABSEA), Centre on Housing Rights and Evictions (COHRE) and Jesuit Service (JS). The US$38.4million has failed the country’s poor by ‘entrenching inequality’ and failing to provide access to titling for vulnerable communities. The report has raised serious questions about donor involvement in the project and last month the World Bank was forced to raise issues with the Government who responded by unilaterally pulling out of LMAP.
