  1. Introduction and Background

STT is a Cambodian Urban NGO working in Phnom Penh and provinces with poor communities affected by land and housing rights issues. Each year to support the advocacy work of STT and other partner organisations, STT undertakes research into key issues affecting urban poor communities under threat of eviction. Recently, STT has been working with communities, CINTRI (waste company) and the local government to try and understand how waste can be better managed in local communities. A key finding of the study was that many communities seem to just be ignored by the government and CINTRI when it comes to waste management. As such, waste presents a signifigant issue for urban poor and rural communities.

STT is looking for consultant who has the following criteria:

  • Masters in an environmental sciences, conservation, recycling, development or related background.
  • Extensive knowledge and concrete professional experience of working in Cambodia, especially in rural areas.
  • Thorough knowledge of waste management processes.
  • Experience in conducting trainings to Khmer staff.
  • Good pracitical writing skills.
  • Khmer speaker is an advantage.
  1. Objectives

The purpose of this consultancy is to develop a manual that communities can refer to and use to increase their waste management options, achieve better communication with CINTRI and the government, and attain a higher standard of living.

  1. Methods and Tools

The consultant is expected to use participatory methods conducted through local research at the community level to develop the output. In addition, the consultant will have a good knowledge of waste management techniques and the Cambodian waste management field. Finally, the consultant is expected to spend some time training STT staff on the use of the deliverable – the community booklet.

  1. Support Team from STT

The consultant will work closely with the Program Manager, the Adviser and a few other staff in order to make field visits and consult with local community members.

  1. Process and Key Activities

The consultant will work at STT’s offices and remotely as appropriate throughout the consultancy, which is expected to last 2 months.

  1. Expected Results and Deliverables

The consultant will provide STT with the following:
One community booklet (able to read and understood by communities) outlining key waste management strategies that focus on: (1) Participation with local government and CINTRI, (2) Do it yourself waste management and (3) Reduce, Re-use, Recycle.

  1. Schedule and Duration

This consultancy will be started as soon as possible and the duration of this work will be two months.

This consultancy will be paid at a competitive rate.
