Sahmakum Teang Tnaut (STT) is Cambodian urban land and housing right NGO, located in Phnom Penh. STT was founded in 2005 and officially registered in 2006 as a local NGO supporting urban poor communities. “Teang Tnaut” means “Palm Leaves” and palm leaves are used by poor communities, to build rooves, and walls for their houses. This simplistic name was chosen to forever remind STT that its work serves the poorest members of society. STT started as a small NGO that focused on technical upgrades in poor communities but over the past decade, many communities have been affected by development, land transfers, and evictions. As a result, STT has since grown to produce community maps, research and advocacy in order to achieve its goal of helping poor communities realize their rights to land and housing. STT’s efforts in Phnom Penh alone have reached 270,000 people. STT and its partners have helped communities express their concerns to national and international media, donors as well as national and international NGOs.

STT is seeking an external consultant to develop a new website due to significant issues with the current website. These issues pose potential risks of data loss and hinder access to critical institutional data necessary for showcasing organizational capabilities, such as reports.

  1. Objective
  • To migrate the current date of organization to new website
  • To develop a robust and reliable website that resolves current data security issues.
  • To enhance accessibility to institutional data for promoting organizational capabilities effectively.
  1. Scope of Work

The consultant will be responsible for:

  • Assessing current website vulnerabilities and data access issues.
  • Designing and developing a new website that meets modern security standards and ensures data integrity.
  • Implementing functionalities to improve access to institutional data, including reports and other relevant information.
  1. Expected Results and Deliverables
  • Before the commencement of work the consultant is required to submit a final proposal including methodology, support strategy, work plan, and budget to STT.
  • Comprehensive assessment report detailing current website issues and proposed solutions.
  • Website design mockups and wireframes for stakeholder review and approval.
  • Fully developed and tested website, including all agreed-upon functionalities.
  • Documentation and training materials for website maintenance and content management
  • Progress reports with verbal presentations of progress as appropriate.
  • A final report on the work undertaken and presentation to relevant stakeholders.
  • The organization of a training session for relevant staff on the whole process of development of the guideline.
  1. Methods and Activities

The consultant will employ a variety of methods and activities in order to ensure that the new STT’s website is developed fully and functionally. Ongoing feedback and exchange with staff technical staff is in need and part of this assignment.

  • A brand-new website
  • Receive comments from STT’s relevant staff and apply these to the development process.
  • Provide training to STT’s relevant staff on the whole process of the development of the Website
  • Provide the guideline
  • Provide the original data as code
  • Provide the maintenance service
  • Prepare a final report.
  1. Support Team from STT

The consultant will work closely with the ICT and Media Project team, Program Manager, Admin Manager, and relevant project managers and staff to facilitate this consultancy.

  1. Duration and Place of Work

This consultancy will commence as soon as possible, and the duration of the contract will be three months of service from the start date. Specific duration will be stated in the service agreement once the consultancy is offered.

This consultancy fee will be paid is a competitive rate.

  • Minimum bachelor’s degree in a relevant field.
  • Five years’ experience in providing organizational consultancy services on the topics mentioned by STT above.

  • How many plots of land have been granted?
  • What were the process of transferring the state-owned land to other actors?
  • Which actors get the most?

4. Duration and Place of Work

This consultancy will commence as soon as possible and the duration of the contract will be 8 months from the start date. Specific duration will be stated in the service agreement once the consultancy is offered.

STT is looking for an external consultant to produce an advocacy video which will be used as good practice and raised awareness on urban related issues including land and housing rights.

  1. Objective

To produce an advocacy video that features key successes and lessons learned related to land and housing rights.

  1. Methods and Tools
  • Consultant will produce one advocacy video that documents about success and key lessons leaned
  • The concept of the videos will either be provided by STT or proposed by the consultant
  • Stories, photos, videos, images, audio, infographics, and other materials related to the process of producing the video will be developed by the consultant
  • The consultant must guarantee that the videos produced will not be copyrighted
  • The full work plan and timeline will be developed by the consultant and approved by the STT team before the commencement of work
  • Travel to communities to collect media material
  • Perform appropriate short interviews with partners, community members, and other stakeholders.
  1. Expected Outcome and Deliverable
  • A final script of video before the commencement of work. The duration of the video will not exceed 10 minutes.
  • Narration, translation, and subtitles in English.
  • Original photos, videos, images, audio, and infographics which will be used in the video.
  • One advocacy video of high quality and resolution.

The consultant will work closely with the Housing Rights Project Managers, Program Manager, Admin and Human Resource Manager, relevant project managers, and other staff to facilitate this consultancy.

  • Experience in producing advocacy videos for NGOs, the private sector or the government;

  • Procurement:
  • Develop, update, and monitor the STT procurement plan in close collaboration with the STT managers.
  • Determine the procurement methods for works, goods, and services to be used based on the size of the procurement packages.
  • Manage and procure the whole process of STT’s procurements.
  • Establish and maintain a filling and documentation system for procurement implementation by the STT.
  • Assist in procurement by seeking quotations.
  • Follow up on any materials lent by staff but not yet returned, and report to the manager.
  • Ensuring that invoices received reconciliation to purchase orders and creating and matching receipts to purchase orders.

STT is looking to hire an external consultant to conduct comprehensive research on Land Security of Urban Poor Communities: Challenges and Solutions. The research will cover 11 urban poor communities in Phnom Penh.

  1. Objective

The purpose of this consultancy is to conduct one comprehensive research to find urban poor communities’ land issues followed by an analysis covering existing national and international laws, policies, and other legal documents to get possible solutions relating to land and housing rights issues. The research will consist of 11 case studies.

  • To be aware of the urban poor communities’ understanding of land tenure.
  • To analyze the land tenure circumstances of urban poor communities.
  • To limit the land tenure issue and provide recommendations to local authorities and the government.
  1. Methods and Activities

The consultant will work at times remotely as appropriate throughout the consultancy, which is expected to be three months. When working from STT’s premises, STT will offer office space and facilities, including a Wi-Fi connection. The consultant is expected to use certain methodologies as stated below:

  • Develop a research methodology in collaboration with STT and partners to respond accurately to the objectives of the research.
  • Conduct field visits, interviews, surveys, desk research, case study, adding quotes in the article, and corporate data collection.
  • Set up focus group discussions with urban poor communities to discuss their situation and recommendations they may have.
  • Organize meetings with STT staff on a regular basis to make sure all research, data collection, and surveys are undertaken using ethical means and accurate data.

The purpose of this consultancy is to write 12 articles related to the social injustice, urban development, financial malpractice, and environmental issues in Phnom Penh.

  1. Methods and Activities

The consultant(s) will work at STT’s offices and at times remotely as appropriate throughout the consultancy, which is expected to last produce three articles per months. When working from STT’s premises, STT will offer office space and facilities, including a Wi-Fi connection. The consultant is expected to use certain methodologies as stated below:

The purpose of this project is to produce two songs that would encourage young people to engage more with the development of their city. Two songs will be used for advocacy purposes to encourage young people to engage with issues relevant to them and their future.

Sahmakum Teang Tnaut (STT) Graphic Designer to Design Report Templates and Produced Report Template Guidelines for STT in 2023 Terms of Reference (TOR)

  1. Introduction and Background

Sahmakum Teang Tnaut is an urban and housing rights NGO that was founded in 2006, and whose work focuses on Phnom Penh’s urban poor communities. STT aims to support the urban poor through land law trainings, advocacy, and research. The research team produces many reports every year, that are used as advocacy material, but also used by other NGOs, academics, and government stakeholders. In light of this, STT is looking to hire an external graphic designer to design report templates and produced report template guidelines for STT in 2023.

  1. Objective

The purpose of this consultancy is to two reports design, design report templates, and produce a guideline for STT’s report layout. The guideline will serve as the foundation for designing STT’s future reports. The guideline will contain design templates to be followed when STT publishes reports, such as color codes, correct logos, different types of fonts, and other design and aesthetic elements.

  1. Methods and Activities
  • Conduct a needs assessment: The consultant should begin by conducting a needs assessment to determine the specific requirements of STT’s research team. This could involve interviewing team members, reviewing existing reports, and identifying any gaps or areas for improvement.

Community Empowerment Project Intern

  • Assist the Community Empowerment project team to organize community training sessions, community meetings, and other related project activities which the Project Manager assigns.

Enumerator to Promote House Renting App to Landlord (Part-time Opportunity)

  1. Introduction and Background

Sahmakum Teang Tnaut (STT) is located in Phnom Penh. STT was founded in 2005 and officially registered in 2006 as a local NGO supporting urban poor communities. “Teang Tnaut” means “Palm Leaves” and palm leaves are used by poor communities to build roofs and walls for their houses. This simplistic name was chosen to forever remind STT that its work serves the poorest members of society. STT started as a small NGO that focused on technical upgrades in poor communities but over the past decade, many communities have been affected by development, land transfers, and evictions. As a result, STT has since grown to produce community maps, research and advocacy in order to achieve its goal of helping poor communities realize their rights to land and housing and raising awareness on the ID Poor program. STT’s efforts in Phnom Penh alone have reached 270,000 people. STT and its partners have helped communities express their concerns to national and international media, donors as well as national and international NGOs.

STT is looking for 12 external enumerators who can introduce the Safe House Renting Application to landlords and encourage them to register on the App.

  1. Objective

To introduce the Rental App to the landlords and request them to register on the App.

  1. Expected Outcome and Deliverable
  • Enumerators will visit the landlords in Phnom Penh and introduce them to the app.
  • Landlord properties will be uploaded to the Safe House Renting App which includes information of their properties and property pictures.
  • Enumerator must guarantee that landlord has completed all options in the app application.
  1. Support team from STT
  • STT will provide promotional material to enumerators for giving to landlords who register such as t-shirt, tote bag, bottle, leaflet, and logo sticker.
  • Enumerator will also get orientation from project staff about Safe House Renting App.
  1. Required qualifications of the Enumerator

STT is looking for enumerators with the following qualifications:

  • Experience in field data collecting or marketing for at least 1 year.
  • Ability to adhere to deadlines and flexibility.
  • Highly effective team player.
  • Good communication skills.
  1. Duration and Place of Work

The time of working are flexible and based on results.

  1. Service Fee

The enumerator fee is up to $4.50 per property registration, including tax and transportation cost during field work.

ការអភិវឌ្ឍកំពុងកើនឡើងក្នុងអត្រាដែលមិនធ្លាប់មានពីមុនមកនៅក្នុងរាជធានីក្រុងភ្នំពេញ ដែលអាចនាំឱ្យមានផលប៉ះពាល់ដល់បរិស្ថាន និងសង្គមយូរអង្វែង។ លំនៅឋានសាង​សង់មិន​ត្រឹមត្រូវ និងគ្មាននិរន្តរភាពរបស់អ្នកមានមួយចំនួនកំពុងត្រូវបានសាងសង់ជារៀងរាល់ថ្ងៃ ដោយមិនមានការវាយតម្លៃហេតុប៉ះពាល់បរិស្ថាន និងសង្គមជាមុន ដែល​កំពុង​ធ្វើឱ្យ​ប៉ះពាល់ដល់លំនៅឋានសមរម្យសម្រាប់ប្រជាពលរដ្ឋក្រីក្រនៅក្នុងទីក្រុង និងរួមចំណែកដល់វិបត្តិនៃការប្រែប្រួលអាកាសធាតុនាពេលបច្ចុប្បន្ន។

Sahmakum Teang Tnaut (STT) is a non-governmental organization, non-profitable, was set up in September 2005 and officially registered with the ministry of interior in December 2006. Key Responsibilities:

  1. Advocacy and Campaign:
    – Take lead and implement advocacy actions and campaigns under STT’s advocacy plan

– To assist Project Officer to design and complete monitoring and evaluation of STT target communities and assisting collaboration with communities

– Prepare questionnaire and entry data into the designed system

Consultant to Produce Manual and Training Course on Climate Change Terms of Reference (TOR)

1. Introduction and Background

STT is a Cambodian Urban NGO working with vulnerable urban poor communities, in Phnom Penh and the provinces, who are affected by land and housing rights issues. STT is currently implementing four related projects: 1) Community Mapping, Housing Improvement and Urban Resilience Project; 2) Housing Rights and Research Project; 3) Community Empowerment Project; and 4) Community ICT and Media Project. Each year, to support the advocacy work of STT and other partner organizations, STT undertakes research into key issues affecting urban poor communities under the threat of eviction.STT also has a strong focus on strengthening the advocacy capacity of community activists and provides a number of social media, ICT and land and housing right trainings to urban and rural communities.

STT is looking to hire an external consultant to produce a manual and conduct trainings on various topics including climate change resilience, climate change adaptation, climate-smart technologies, the relationship between STT’s work and SDGs, and other environmental topics.

2. Objective

The purpose of the consultancy is to help STT staff build strong foundations, knowledge, and develop awareness over a plurality of climate change-related topics. The aim is to increase STT’s technical working capacity, and ability to incorporate a climate-conscious approach to all STT’s work – when working with vulnerable urban communities.

3. Expected Results and Deliverables

– Before commencement of work, the consultant is required to submit a proposal including methodology, a strategy, and an action plan, as well as a budget to STT.
– Trainings and workshops to be provided to relevant STT staff (number of trainings and duration/timetable of workshops are all flexible)
– The consultant is expected to produce a manual, which can be used as an internal training document for future STT staff and interns. The manual can be developed and designed in any form – however, it must include at least five or six chapters or modules on climate-related
topics, which can then be applied and used as STT guidelines.
– A short report on the process, staff progress, and further recommendations will be produced and submitted to STT.

4. Methods and Activities

The manual and training course will use standard ToT methodologies/techniques. The training will be conducted in a way so that participants will have the opportunity to learn and practice new key techniques and methodologies – useful to STT’s overall work. With regards to the timing of training sessions, this will be discussed once the consultant is selected. The timeframe is flexible, and it should be noted that STT offices are open only Monday-Friday, 8am to 5pm.

Topics covered by the training could include, but are not limited to:
– Climate change resilience.
– Climate change adaptation and mitigation.
– Relationship between STT’s work and SDG 13.
– Environmental topics relevant to STT’s work.
– Climate change and the urbanisation of Phnom Penh.
– The Government of Cambodia and the international community’s current strategies to tackle
climate change.

6. Duration and Place of Work

Main responsibilities:

– ICT and Media Project Management: Support the project coordinator in all aspects of project management, including planning, reporting and budgeting. Responsibilities with regards to specific activities include:

– Develop and conduct training sessions on ICT and social media uses for advocacy that is highly participatory and has practical outcomes. The training sessions can be done within the project and other possible related projects of STT.

– Evaluate the effectiveness of training and modify materials as appropriate

– Working with the ICT team to create learning plans.

– Encourage learning at all levels from very basic technology skills to learning for advocacy and sharing their voice by using technology. It also includes learning for enjoyment and for building better citizens and communities.

– Liaise with other project staff (Community team, ICT and Media team and others) and other stakeholders to gather information about the urban issues and to promote the social media platforms

– Produce videos and write blog posts to support online campaigns, workshops, task force activities, radio talk shows, and related activities.

– Media monitoring: Daily monitoring of local and international media about urban issues and urban development.

– Online activism: Maintain, update and ensure appropriate linkages to, and visibility on social media.

– Support STT:

– Closely work with the project team to monitor and check all STT blogs, making sure that they are up to date and the contents and images are appropriately posted.

– Assist other projects in taking photos and videos in workshops or events as assigned by the project coordinator.

– Promotes the overall effectiveness of the organization by performing tasks and sharing responsibilities with other staff of STT during work when there is an overload of duties or filling in when an individual is away from the workstation.

Skills and Knowledge:

The post holder is expected to have:
