Boeung Tamok or Boeung Kobsrov is the largest natural lake in Phnom Penh, located in the northwest along Win-Win Boulevard and constitutes 3239.7 hectares, covering 2 districts, 6 communes, and 25 villages.
Around the lake, there are about 300 families and 1,000 people, most of whom work on the fields or on the lake, fishing, farming or running home-based businesses. In addition to the benefits to humans, Boeung Tamok is also home to many birds and fish.

In 1980, Boeung Tamok was a lowland where people could farm seasonally. After the construction of Tom Nob Kobsrov Dam Road and a drain from Phnom Penh, as well as the excavation of soil, the lake became deeper.

Although we could identify the lake with our own eyes, there was no official lake boundary until 2016 when the Royal Government-issued sub-decree defining Boeung Tamok Lake with 61 points and a total of 3239.7 hectares, and declaring it to be state public property. As of August 2023, the lake surface has been revised at least ​79 times.

1- The surface of the lake was revised in October 2018

According to Sub-Decree No. 132 dated 25 October 2018, an area of ​​456,553 square meters was declared as state private property and given to Mr. Xi Jin Mov.

2- The surface of the lake was revised in November 2018

According to Sub-Decree No. 147 dated 1 November 2018, 20 hectares of land was allocated to Phnom Penh Capital Hall to develop a vegetable market and parking lot.

3- The surface of the lake was revised in April 2019

By sub-decree No. 62, dated 23 April 2019, an area of ​​535,031 square meters was designated as state private land.  457,893 square meters was given to Suy Sophan, and 77 138 square meters was given to Men Sok. In the second demarcation of the lake boundary, the government released a new coordinate system for the lake boundary and made two major technical mistakes. The first was that the government forgot to cut the area belonging to Mr. Xi Jin Mov that government provided in 2018. The second was that the new coordinate system created an error between the new boundary and the old boundary, which resulted in the loss of 20 hectares of land. In addition to technical errors, there were two additional issues namely that the demarcation process did not involve all relevant stakeholders and the fact that it remains unclear as to the classification of land between the lake boundary and Kopsrov road, an area where people are forbidden to build on.

4- The surface of the lake was revised in March 2020

Based on Sor Chor Nor No 368 from Ministry of Council, dated 13 March 2020, an area of ​​75 hectares of the lake was cut and handed over to the Phnom Penh Capital Hall for gardening, and Sor Chor Nor No. 369, as dated above, stated that 9 hectares of the lake was to be cut and handed over to the Central Security Department, of the National Police General Commission, of the Ministry of Interior.

5- The surface of the lake was revised in June 2020

By Sub-Decree No. 89, dated 17 June 2020, an additional 104 754 square meters of lake land was given to Mrs. Chea Sophama Den, the daughter of the Minister of Land Management, Urban Planning and Construction.

6- The surface of the lake was revised again in June n2020

According to Sub-Decree No. 90, dated 22 June 2020, an area of ​​2 985 472 square meters was cut and handed over to the Ministry of National Defense.

7- The surface of the lake was revised in July 2020

According to Sub-Decree No. 94 dated 2 July 2020, 30 hectares of lake was cut and handed over to Ms. Kim Hea, wife of Tycoon Ly Yong Phat

8- The surface of the lake was revised in August 2020

According to Sub-Decree No. 125 dated 11 August 2020, 74,855 square meters of lake area was cut and handed over to 23 families.

9- The surface of the lake was revised in September 2020

According to Sub-decree No. 138 dated 1 September 2020, 150,330 square meters of lake land was cut and handed over to the Ministry of Rural Development and 8.02 hectares was given to Seng Vuthy.

* Note: On 4 January 2021, the RGC revoked the 150,330 square meters of land which was cut to the Ministry of Rural Development, according to Sor Chor Nor No. 4

10- The surface of the lake was revised again in September 2020

According to Sub-decree No. 139 dated 1 September 2020, 150,000 square meters of lake land was cut and handed over to the National Committee for Disaster Management (NCDM), the Cambodian Human Rights Committee (CHRC), and Cambodian Mine Action and Victim Assistance Authority​ (CMAA).

* Note: On 4 January 2021, the RGC revoked the 150,000 square meters of land which was cut to the National Committee for Disaster Management (NCDM), the Cambodian Human Rights Committee (CHRC), and the Cambodian Mine Action and Victim Assistance Authority​ (CMAA), according to Sor Chor Nor No. 4. However, next 10 months later, through Sub-Decree No. 138 dated August 12, 2021, the same location was handed over to the General Commissariat of National Police.​  (Please read cutting 24th)

11- The surface of the lake was revised for a third time in September 2020

Additionally, in September 2020, a further 8 hectares was provided to the Ministry of Justice, who claimed their justice officials required more space and therefore needed ‘empty public land’ for offices and document storage.

12- The surface of the lake was revised again in October 2020

According to Sub-Decree No. 175 dated 19 October 2020, 78,314 square meters of lake land was cut and handed over to Say Saophea.

13- The surface of the lake was revised in December 2020

According to a Sor Chor Nor N. 1099, signed on 23 December 2020, 20 hectares of lake land was granted to Lon Hak and Chhun Chanthy, in exchange for 1,571.2 square meters of land in Daun Penh district’s, Srah Chak commune.

14- The surface of the lake was revised in December 2020

According to Sor Chor Nor No. 1100, dated 23 December 2020, 20 hectares of lake land was cut and handed over to the Ministry of Health to build Calmette Hospital.

15-The surface of the lake was revised in December 2020According to Sor Chor Nor No. 1102, dated 24 December 2020, 196.5659 hectares of lake land was cut and cleared for Ms. Uy Bovy and Ms. Kong Sothy.

16- The surface of the lake was revised in December 2020

According to Sor Chor Nor No. 1106, dated 24 December 2020, 27,659 square meters of lake land was cut and handed over to 16 families of the Military Police*Note: On 13 January 2021, the RGC revoked this land according to Sub-Decree No. 8.

According to Sor Chor Nor No. 63, dated 28 January 2021, 4 hectares of lake land was cut and handed over to the Ministry of Civil Service.

According to Sub-Decree No. 20 dated 15 February 2021, 10 hectares of lake land was cut and handed over to the Ministry of Health.

According to Sub-Decree No. 188, dated 27 September 2021, 55 hectares of lakes have been cut and handed over to the Phnom Penh Capital Administration.

According to Sub-Decree No. 230, dated 17 November 2021, 1,000,168 square meters of lake area was cut and handed over to Choeung Thean Seng.

40- The surface of the lake was revised in November 2021

According to Sub-Decree No. 231, dated 17 November 2021, 1,553,832 square meters of lake area was cut and handed over to Kuk An.

41- The surface of the lake was revised in November 2021

According to Sub-Decree No. 232, dated 17 November 2021, 654,934 square meters of lake area was cut and handed over to Chhuo Sok You.

According to Sub-Decree No. 233, dated 17 November 2021, 1,807,597 square meters of lake area was cut and handed over to Om Bopha.

According to Sub-Decree No. 247, dated 17 November 2021, 3 hectares of lake area was cut and handed over to National Election Committee of Cambodia.

44- The surface of the lake was revised in December 2021

According to Sub-Decree No. 249, dated 21 December 2021, 4 locations of the lakes were cut:

  • Location 1 size 7 Hectares 25 Ares and 59 Centiares
  • Location 2 size 13 Hectares 8 Ares and 89 Centiares
  • Location 3 size 43 Hectares 75 Ares and 74 Centiares
  • Location 4 size 11 Hectares 73 Ares and 64 Centiares,

A total of 75 Hectares 83 Ares and 86 Centiares were cut and handed over to Ms. Say Saophea (5th).

45- The surface of the lake was revised in December 2021

According to Sub-Decree No. 250 dated 21 December 2021, 22,097 square meters of lake land was cut and handed over to Mr. Kroch Phan.

46- The surface of the lake was revised in December 2021

According to Sub-Decree No. 277 dated 31 December 2021, 56,000 square meters of lake land was cut and handed over to Ms. Ros Priboun.

47- The surface of the lake was revised in December 2021

According to Sub-Decree No. 279, dated 30 December 2021, 7 locations of the lakes were cut:

48- The surface of the lake was revised in February 2022

According to Sub-Decree No. 26, dated 01 February 2022, 2 locations of the lakes were cut:

  • Location 1 size 32,312 square meters
  • Location 2 size 29,524 square meters,

A total of 61,836 square meters were cut and handed over to Mr. Seng Youann.

49- The surface of the lake was revised in February 2022

According to Sub-Decree No. 28, dated 04 February 2022, 281,634 square meters of lakes have been cut and handed over to the Phnom Penh Capital Administration.

According to Sub-Decree No. 32, dated 09 February 2022, 26,565 square meters of lakes have been cut and handed over to Mr. Chhun Kimheng.

According to Sub-Decree No. 55, dated 16 March 2022, 34,519 square meters of lakes have been cut and handed over to Mr. Cheng Srunheng.

According to Sub-Decree No. 58, dated 23 March 2022, 47,217 square meters of lakes have been cut and handed over to Ms. Srey Rositha and Ms. Auo Vuochlin.

A total of 156,299 square meters were cut and handed over to Mr. Thai Uy and Ms. Tang Kim.

According to Sub-Decree No. 168, dated 23 August 2022, 84, 028 square meters of lakes have been cut and handed over to Ms. Tang Channythyda. 

62- The surface of the lake was revised in August 2022 

According to Sub-Decree No. 169, dated 23 August 2022, 109, 310 square meters of lakes have been cut and handed over to Mr. Sam Piseth and Ms. Soem Sovicha. 

63- The surface of the lake was revised in August 2022 

According to Sub-Decree No. 171, dated 24 August 2022, 36, 582 square meters of lakes have been cut and handed over to Ms. Treiv Kongheng. 

64- The surface of the lake was revised in November 2022 

According to Sub-Decree No. 237, dated 21 November 2022, 3 locations of the lakes were cut:

A total of 303,716 square meters were cut and handed over to​ Mr. Sreng Thoeun, Mr. Yem Chanraksmey, Ms. Treang Sinoeun and Ms. Phuong Somey.

According to Sub-Decree No. 238, dated 21 November 2022, 2 locations of the lakes were cut: 

  • Location 1 size 24,027 square meters 
  • Location 2 size 33,296 square meters 

A total of 57,323 square meters were cut and handed over to​ Mr. Say Sarem and Ms. Prum Sreyrot. 

66- The surface of the lake was revised in November 2022 

According to Sub-Decree No. 240, dated 25 November 2022, 2 locations of the lakes were cut: 

  • Location 1 size 32,429 square meters 
  • Location 2 size 31,048 square meters 

A total of 63,477 square meters were cut and handed over to​ Mr. Chea Bunthai. 

67- The surface of the lake was revised in December 2022 

According to Sub-Decree No. 263, dated 09 November 2022, 7 locations of the lakes were cut: 

  • Location 1 size 20,669 square meters 
  • Location 2 size 43,946 square meters 
  • Location 3 size 3,221 square meters 
  • Location 4 size 15,579 square meters 
  • Location 5 size 4,285 square meters 
  • Location 6 size 11,483 square meters 
  • Location 7 size 30,321 square meters 

A total of 129,504 square meters were cut and handed over to​ Mr. Sat Chanthy. 

68- The surface of the lake was revised in December 2022 

According to Sub-Decree No. 265, dated 09 December 2022, 203,687 square meters of lakes have been cut and handed over to Mr. Suy Nymol. 

69- The surface of the lake was revised in December 2022 

According to Sub-Decree No. 266, dated 09 December 2022, 5 locations of the lakes were cut: 

  • Location 1 size 1,308 square meters 
  • Location 2 size 20,308 square meters 
  • Location 3 size 8,145 square meters 
  • Location 4 size 30,696 square meters 
  • Location 5 size 72,593 square meters 

A total of 133,050 square meters were cut and handed over to​ Mr. Veng Veth and Ms. Earn Sokha. 

70- The surface of the lake was revised in January 2023 

According to Sub-Decree No. 02, dated 04 January 2023, 3 locations of the lakes were cut: 

  • Location 1 size 64,524 square meters 
  • Location 2 size 59,401 square meters 
  • Location 3 size 9,804 square meters 

A total of 133,729 square meters were cut and handed over to​ Mr. Lanh Pheara. 

71- The surface of the lake was revised in January 2023 

According to Sub-Decree No. 36, dated 26 January 2023, 4 locations of the lakes were cut: 

  • Location 1 size 29,348 square meters 
  • Location 2 size 13,672 square meters 
  • Location 3 size 25,944 square meters 
  • Location 4 size 2,105 square meters 

A total of 71,069 square meters were cut and handed over to​ Ms. Sok Sreypov, Ms. Eng Siecheng and Ms. Van Thyda. 

72- The surface of the lake was revised in January 2023 

According to Sub-Decree No. 74, dated 13 April 2023, 2 locations of the lakes were cut: 

  • Location 1 size 11,173 square meters 
  • Location 2 size 2,366 square meters 

A total of 13,539 square meters were cut and handed over to​ Mr. Phal Sophen and Mr. Chea SamArt. 

73- The surface of the lake was revised in January 2023 

According to Sub-Decree No. 75, dated 13 April 2023, 20,462 square meters of lakes have been cut and handed over to Ms. Bou Ny. 

74- The surface of the lake was revised in January 2023 

According to Sub-Decree No. 105, dated 29 May 2023, 10 Hectares of lakes have been cut and handed over to ROYAL GROUP represented by Mr. Kith Meng. 

75- The surface of the lake was revised in August 2023 

According to Sub-Decree No. 218, dated 02 August 2023, 24,789 square meters of lakes have been cut and handed over to Mr. Men Sok. 

76- The surface of the lake was revised in August 2023 

According to Sub-Decree No. 225, dated 04 August 2023, 39,909 square meters of lakes have been cut and handed over to Mr. Loem Vanna. 

77- The surface of the lake was revised in August 2023 

According to Sub-Decree No. 226, dated 04 August 2023, 5,325 square meters of lakes have been cut and handed over to Mr. Chor Koemsor and Mr. Ty Dory. 

78- The surface of the lake was revised in August 2023 

According to Sub-Decree No. 227, dated 04 August 2023, 5 locations of the lakes were cut: 

  • Location 1 size 10,678 square meters 
  • Location 2 size 13,478 square meters 
  • Location 3 size 17,395 square meters 
  • Location 4 size 4,858 square meters 
  • Location 5 size 9,353 square meters 

A total of 55,762 square meters were cut and handed over to Mr. Mao Niroth, Mr. Sok Chamroen and Mr. Vutha Done. 

79- The surface of the lake was revised in August 2023 

According to Sub-Decree No. 228, dated 04 August 2023, 10,503 square meters of lakes have been cut and handed over to people 15 families. 

Based on the 2035 Master Plan developed by Phnom Penh Capital Hall, the remaining lake is 2,140 hectares. However, now it is over the lake surface reserve.
