Introduction and Background
STT is a Cambodian Urban NGO working in Phnom Penh and provinces with poor communities affected by land and housing rights issues. Each year to support the advocacy work of STT and other partner organisations, STT undertakes research into key issues affecting urban poor communities under threat of eviction. Database is in need for STT to keep the information most up-to-date and avaible for the public.
STT will make sure that all relevant information of communities including legal advice sheets, community maps and many other legal documents are available, accessible and most-up-to-date.
STT is looking for consultant who has the following criteria:
- Masters of Computer Science, Research or other relevant field.
- Extensive knowledge and concrete professional experience of database management, web design and analysis
- Thorough knowledge of using Excel and SPSS for data analysis
- Experience in conducting training on database management and data interpretation.
- Experience providing organizational consultancy services on database development
- High competency of report writing skill
- Objectives
The purpose of this consultancy is to provide support to STT’s team to develop online community database so that it can be accessible publicly.
- Methods and Tools
The consultant will provide STT with the following areas:
- Design organizational database and facilitate high quality STT’s Community Database.
- Provide training to specific staff members on how to use the community databse
- Six month maintenance the community database
- Support Team from STT

- Process and Key Activities
The consultant will work at STT’s offices and remotely as appropriate throughout the consultancy, which is expected to last 7 months. When working from Stt’s premises, STT will offer office space and facilities, including Wi-Fi connection. The consultant will need to bring his/her own PC to implement the tasks stated below:
- Design organizational database and facilitate high quality STT’s Community Database.
- Provide training to specific staff members on how to use the community databse
- Six month maintenance the community database
- Develop database guidebook for staff to use.
- Expected Results and Deliverables
The consultant will submit to STT:
- Before commencement of work, a final proposal including methodology, support strategy, work plan and budget
- Reports of the progress of the consultancy with verbal presentation of progress as appropriate.
- A final report on work undertakn and presentation to relevant staff and stakeholders
- Schedule and Duration
This consultancy will be started as soon as possible (by 15th February, 2019) and the duration of this work will be one and a half month.

This consultancy will be paid at the rate of USD3,500 (including withholding tax).
