Prek Takong 3 Land Tittle Journey

In 2021, the Prek TaKong 3 community received systematic land registration from the authorities, and by May 2025, they also received a land title. This result was not achieved easily or spontaneously. The community has struggled for many years since 2011 and has taken many actions, such as seeking solutions with relevant stakeholders, collaborating with NGO to improve and make the community situation better day by day, both in terms of legal knowledge, solidarity, and community development, such as street lighting, bridge construction, etc. To achieve official land titling, both community member and representative attempted and afforded advocate with relevant stakeholders through many pictures particularly authorities for many years to ensure that they would not be faced with eviction. Furthermore, despite conducting the advocate with stakeholders, the community attempted a connection with other urban communities' network in teams of having the opportunity to learn, exchanging any experiences to support their community. 

Existing Challenges
Through this community achievement, the community has been able to obtain land title and recognition from local authorities about the progress and legality of the community's land tenure. Even though the community has received land title and land security, the flooding problem is still a challenge for them, requiring additional support from local authorities and relevant stakeholders in the process of resolving the community's flooding problem.

Since 2018, the Samakum Teang Tnaut organization has supported the Prek Takong 3 community in various interventions such as (1) capacity building program which includes the training courses on basic human rights, land related laws and policies, rights to adequate hosuing, advocacy skill both online and offline, and waste management; (2) production of evidence based advocacy tools such as participatory community maps, actions research, legal advice sheet and community profile. STT also supported the community to renovate the house and small-scale frustration development. Through these interventions, community members have exchanged knowledge and improved local infrastructure, such as installing street lighting and building bridges over water. These improvements have made travel within the community is easier and helps reduce skin diseases among residents caused by exposure to dirty floodwater.

Short background of community

The Prek Ta Kong 3 community has been settled in this community since 1979, which has 25 houses, equivalent to 27 families, and a total of 133 members (46 women), located in Sangkat Chak Angre Leu, Khan Meanchey, Phnom Penh. The community is a migrant from Kandal Province after the Pol Pot era. Originally, the people of Prek Ta Kong 3 community lived by growing crops such as morning glory and water mimosa next to Lake Tumpun. But during 2011, the area around the community was developed into a Borey project with many companies starting construction. This has led to the lake and drainage system in the community being damaged and lost, unable to drain water from the community, and leading to more and more flooding in the community. It has also affected the income opportunities of the community as they no longer have lakes where they can grow and sell vegetables like before. By 2016, the community's situation was getting worse and worse, with houses and roads submerged, making it difficult to travel. Suffering from this hardship, the community filed a complaint and asked the district council to find a solution.at those time community challenging with the flooding, unemployment, no electricity and debt.
