Report on “Access to Public Service and the Impact of Climate Change: Analysis of Six Urban Poor Resettlement Locations in Phnom Penh and Kandal”

This report studied the general situation of access to public services and the impacts of climate change on urban poor residents relocated to six new resettlement locations in Phnom Penh and Kandal province between 2023 and 2023. 

This study has three specific objectives: 1) to understand the status of local public service provision for urban poor settlements moving into new resettlements areas, 2) identify the direct and indirect impacts of climate change on the new resettlement locations, and 3) provide recommendations as well as interventions to provide timely solutions. 

Key study results found that since moving to new resettlement locations between 2020 and the present, most still face major challenges such as limited access to public services, lack of job opportunities, debt problems, lack of access to education for children, inadequate social protection services, and exposure to climate change, especially rising temperatures. 

Based on the research findings, several recommendations are proposed for stakeholders, including the Royal Government of Cambodia, development partners, and civil society organizations, to consider in addressing the challenges facing resettlement residents. Key recommendations include: 1) Improve public service delivery at the local level, 2) Increase resilience to climate change, 3) Improve living standards, 4) Strengthen policy implementation, and 5) Promote inclusive social and spaces for communities. 

This study highlights the urgent need for a holistic and inclusive approach to address challenges related to public service delivery and climate resilience in newly resettled locations in Cambodia. Effective collaboration among stakeholders, sustainable infrastructure investments, and strengthened policies are crucial to improving the livelihoods of vulnerable populations.
